Now we have a situation where new facts are judged by

whether they fit old theories.  If they do not, they 
are condemned with the judgement:

"There is no way of explaining the observations, 
so they cannot be true."

That encourages the dissident to come up with an
explanation of how it could be true.  It disagrees
with convention.  Then the jaws of the trap spring
shut and the theory is labeled:

"....prima facia evidence that the proponent is a 
crackpot and the evidence is false."

There are many hypotheses in science which are wrong. 

That's perfectly all right; they're the aperture to 
finding out what's right. Science is a self-correcting 
process. To be accepted, new ideas must survive the 
most rigorous standards of evidence and scrutiny.
